seeking a Team Lead/Scrum Master in anticipation of a new award.US

primarily remote but will require occasional in-person meetings.
The selected applicant must live within commuting distance of
Washington, D.C.The Team Lead/Scrum Master ensures a true Scrum
process over the course of a project by holding together the Scrum
framework and facilitating the process for the organization,
product owner, and scrum team.RESPONSIBILITIES:
- Serve as a liaison (POC) between customers, stakeholders, and
cross functional development teams
- Lead all development/product activities, including updates to
each sprint on the development roadmap based on the Product Owner's
feedback and preparation for sprint activities (e.g. review of user
stories)
- Report sprint, release, and project status to the
Program/Project Manager and other Tech leads, and provide input on
project plans, schedules, and risk management.
- Contribute to PI planning, product roadmap development, sprint
planning, sprint reviews, and product demonstrations.
- Collaborate with product owner(s) to establish and/or improve
requirements management standards.
- Lead requirements analyses and translation of business
requirements into user stories; and lead communication with
stakeholders and development teams to validate requirements,
development options and limitations.
- Manage user stories including details and acceptance criteria
that is understandable by all stakeholders. (product owners,
development teams, etc.)
- Ensure estimates are generated and captures data for adjusting
forecasts.
- Ensure the team's process is followed, including facilitating
team ceremonies, resolving conflict, and addressing issues.
- Maintain expert business domain knowledge for assigned
product(s).
- Provide support to product testing activities.
- Facilitate daily stand-up meetings, reviews, retrospectives,
sprint and release planning, demos, and other Scrum-related
meetings
- Conduct requirements-gathering sessions with end-users
- Support Agile-based SDLC for software development creating
necessary standards, tools, and best practicesREQUIRED SKILLS &
EXPERIENCE:
- Minimum of 6 years of professional experience eliciting
business, functional, and customer requirements informing the
design of backend and front-end system components; and product
owners and other business stakeholders to understand their needs
and translate the needs to development teams
- Demonstrated experience working with Agile, and/or Continuous
Delivery approaches and best practices, especially those that
support scaling Agile to an enterprise such as the Scaled Agile
Framework (SAFe)
- Demonstrated experience in using an Agile development framework
including task estimation, test automation, deployment automation
and Continuous Integration to improve overall execution speed and
product quality.Strong working knowledge of Agile/SCRUM methodology
and documentation
- Experience interpreting and prioritizing customer feedback from
multiple sources and developing Agile documentation, including user
stories, system requirements, and use cases
- Experience creating user acceptance testing, online help,
release notes, end user communication, and training
documentation
- Experience using Microsoft Office, including Word, PowerPoint,
Visio, and SharePoint.
- Exceptional verbal and written communication skills to
effectively lead working groups; and facilitate communication and
collaboration with business stakeholders, ACIOs and customers
- Demonstrated ability to support the management of technology
scope and risks
- Demonstrated experience ensuring that the technical
expectations of deliverables are met through Agile processes;
additionally, support the continuous improvement of those
processes
- Demonstrated experience delivering Agile software solutions
using best practices such as TDD or Adaptable Software Design
- Professional, client-ready written and oral communication
skills
- Ability to hold team members accountable, set clear sprint
performance standards, resolve sprint performance issues, keep the
team engaged and on task
- Results Driven (prioritizing, taking initiative, taking
ownership) team leadership (demonstrating teamwork, influencing
others, interacting with others, maintaining composure, motivating
others, providing direction and leadership, dealing with
stress)EDUCATION:
- Bachelor's degree preferred, preferably in Computer Science,
Information Technology, or a related field. Experience may be
