NCSL has a flexible remote work policy, requiring staff to travel to the NCSL office once a month for team meetings and professional development.ABOUT THE ROLE:A Legislative Director may serve as the lead staff person helping state legislators develop policy on state-federal matters, including workforce and economic development. This position requires substantial knowledge in state-federal policy, independence, initiative, and political sensitivity. The position reports to the vice president of state-federal relations.WHAT YOU'LL DO:

  • Identifies, monitors, analyzes, and interprets congressional and federal agency actions affecting state governments.
  • Writes clear, accurate informational and lobbying documents for various audiences.
  • Provides information and assistance to state legislators and legislative staff.
  • Develops, plans, and coordinates relevant programs for the committee.
  • Maintains a network of contacts in the states and among federal agencies.
  • Works effectively in coalitions to promote NCSL positions.
  • Develops lobbying strategies and represents state legislative concerns.
  • Coordinates work with other NCSL staff.
  • Plays a leadership role on internal task forces.
  • Performs other responsibilities as needed.SHARE YOUR KNOWLEDGE:Supervisor/Management Responsibilities: A Legislative Director may have supervisory responsibilities.THE WORK ENVIRONMENT: This full-time position is mostly performed in an office environment, with occasional travel required.     • Bachelor's degree plus six years of work experience with state legislatures or related fields.
    • Ability to serve as a subject matter expert in the policy arena.
    • Strong writing, editing, and presentation skills.
    • Proven ability to build and maintain relationships with legislators and staff.
    • Ability to work independently and manage multiple tasks.
    • Ability to supervise and lead others.
    • Ability to work in a politically neutral manner.
