prosperity on a livable planet.The Blended Finance (BF) Department
seeks an Investment Officer to support multi-sectoral BF facilities
housed at IFC including the Concessional Capital Window (CCW), the
Frontier Opportunities Fund (FOF) and the IFC-IDA Private Sector
Window (PSW). This person will work closely with the Program
Manager of the above facilities to coordinate with IFC industry and
regional teams, management and the Board on (a) the design &
operationalization of CCW & FOF and (b) the utilization, BF
portfolio supervision and overall program management of the CCW,
FOF and the IFC-IDA-PSW.From IDA21 (starting July 1, 2025), IFC and
MIGA will have delegation in approvals of IDA-PSW investments with
DFI as observers. This will result in a fundamental shift in
accountability of PSW deployment which will require more robust
control and coordination to ensure that the program aligns with IDA
Policy Commitments as well as eligibility criteria.The CCW has been
conceived by IFC to supplement the IDA-PSW's pipeline and support
IFC's increasing footprint in IDA-FCS countries as well as in
regions and countries where conventional donor blended finance is
not readily available. Operationalization as well as deployment
will require a strong understanding of IFC's Operations to ensure
close alignment and judicious usage of IFC's ring-fenced
capital.The FOF is an innovative blended finance facility from IFC
that will focus on addressing urgent climate needs by providing
first loss products such as junior or capped equity to catalyze
Private Capital Mobilization. The FOF's scarce resources require
deployment across a diverse set of high development projects with a
market creation dimension. This will need close collaboration with
IFC Operations' industry and regional teams to build a healthy
pipeline that will prioritize high impact projects.The position
will be based in Washington DC and will report to the Program
Manager of multi-sectoral BF facilities including CCW, FOF and the
IFC-IDA Private Sector Window (PSW).Roles and
ResponsibilitiesProgram Design--- Contribute to the design and
operationalization of FOF and proposed CCW sub-windows (CCW-IDA20,
CCW-IDA21 and CCW-FCS) and any subsequent sub-windows, in line with
expected timelines and strategic priorities outlined by IFC
management and the Board and potential donors to the FOF.
Coordinate with key internal stakeholders including CRM (Corporate
Risk), CIR (Investment & Credit Risk), CTC (Treasury Client
Solutions), CLED (Legal), CNT (Accounting & Controls), CPM
(Corporate Portfolio), CSM (Strategy & Operations) and CIT
(Information & Technology) to ensure that eligible CCW and FOF
products/solutions are robust and in line with IFC processes,
procedures and systems, given that these are pioneering BF
facilities using IFC's own ring-fenced capital.Program Delivery---
Contribute to BF pipeline development for CCW, FOF and IDA-PSW by
working closely with IFC's Regional and Industry teams as well as
the World Bank/IDA/MIGA teams. Identify, evaluate and structure
projects that meet the eligibility criteria and priorities of each
of these facilities, such as concentration risks, country caps.---
Be the BF officer for various CCW, FOF and IDA PSW projects from
BFC endorsement to BFC approval, Board approval, commitment and
disbursement.--- Work closely with the Program Manager to monitor
deployment and utilization of each facility, actively managing
headroom both at the PSW product levels (BFF, LCF, RMF) and
aggregate level which will lead to a diversified portfolio that
avoids underutilization of available funds or sudden shortfalls in
funding vs pipeline. This would also apply to FOF for high
development impact climate projects across different sub-sectors,
technologies and countries.Program Management--- Work closely with
IFC Industry, Regional, Legal and CSO teams for BF portfolio
supervision of various CCW, FOF and PSW projects including
portfolio actions such as subsequent disbursements, waivers,
restructuring, write-offs etc.--- Contribute to knowledge
management activities for CCW, FOF and PSW including proactively
creating and regularly disseminating - internally and externally as
appropriate - case studies and other materials on emerging lessons
with respect to the design, operationalization, structuring & usage
of concessional finance under CCW, FOF and PSW.--- Work closely
with the BF Portfolio team as well as IDA's DFI team (where
relevant) on the preparation and presentation of periodic reports
on CCW, FOF and IDA PSW to IFC & IDA Management, IFC Board and IDA
Deputies as well as to FOF external donors.Selection Criteria---
MBA or Master's degree, specialization in finance/investment
strongly preferred.--- 8+ years relevant experience in working on
cross-border emerging market investments with a track-record of
structuring/executing investment transactions.--- Solid
understanding of IFC investment practices with knowledge of current
issues, challenges and opportunities in implementing BF
co-investments.--- High level of familiarity with application of
the DFI Enhanced Blended Finance Principles to BF co-investments
alongside investment on commercial terms from DFIs.--- Experience
with IFC's investment and portfolio management processes, IFC's
loan and investment documentation, accounting and financial
statement analysis is preferred.--- Strong knowledge of IFC
products, operations and IFC's loan pricing model, preferably also,
its approach to blending concessional finance alongside IFC's
investments for its own account.--- Experience of dealing with
donors and/or in managing a donor funded facility/ Trust Fund is a
plus.--- Ability to grasp details, problem solve, identify key
issues for action and manage/incorporate stakeholder interests, and
explain issues clearly and confidently.--- Clarity in the
presentation and delivery of information, ability to manage and
complete multiple projects simultaneously and to meet deadlines
under pressure, with minimal supervision.--- Excellent written and
verbal communication skills in English. Fluency in other languages,
such as French, Portuguese would be a plus.--- Experience in
low-income countries or frontier markets and/or significant
experience developing frontier market projects is a plus.The World
