Vice President, Work Planning and Maintenance ImprovementThe
Washington Metropolitan Area Transit Authority (Metro) is seeking
candidates for the role of Vice President, Work Planning and
Maintenance Improvement. This position reports to the Executive
Vice President and Chief Infrastructure Officer. The Infrastructure
Department inspects, maintains, and rehabilitates all fixed assets
throughout the Authority, and delivers Metro's capital investments
to keep these assets in a state of good repair. The Vice President
is responsible for building long-term and near-term schedules of
maintenance activities throughout Metrorail to support
Infrastructure's state of good repair and capital program
execution. The successful candidate will establish a culture of
excellence that maximizes the time available during non-revenue
hours to complete work activities while minimizing the impact to
customers. The incumbent will also play a critical role in
successfully leading the 24/7 Maintenance Operations Center which
supports both the scheduled and unscheduled maintenance activities
throughout the Metrorail system.This unique senior leadership
opportunity plays a critical role in ensuring safe, clean, and
efficient operations for Metro customers and employees system-wide.

leadership in a matrixed organization and developing strong
relationships with senior leaders and their teams.MINIMUM
QUALIFICATIONSEducation
- Bachelor's degree in Business Administration, Public
Administration, Management, Engineering, Construction, Planning, or
a related field
- In lieu of a bachelor's degree, a high school diploma or GED
and four (4) years of related work experience in a large transit
organizationExperience
- A minimum of ten (10) years of management experience, managing
rail transit assets or similar asset types where reliability of
such assets is critical to ensure delivery of the organizational
mission OR construction, engineering and/or maintenance management
experience dealing with either public or private
infrastructure.
- A minimum of ten (10) years of experience in a supervisory or
management capacity that includes leading
teams.Certification/Licensure
- Roadway Worker Protection (RWP) Certification, Level 2, within
6 months of hire and maintained for the duration of the time
holding the jobPreferred
- Master's degree in engineering, Construction, Business,
Management or other related fieldsMedical GroupSatisfactorily

accommodations.SUMMARYThe Vice President, Work Planning &
Maintenance Improvement is responsible for the planning, access,
coordination and strategic improvements of the inspection,
maintenance, and rehabilitation for all fixed assets throughout the
Authority, valued at over $35B. This includes 98 rail stations, 9
rail yards, 260 miles of mainline track, all associated systems
(power, signals, communications), parking structures, and all
vertical transportation systems. The incumbent directs the
development, execution, and management of maintenance efficiencies
and track access improvement activities to include performance
metrics, data analysis, technological improvements, long- and
short-term coordination of wayside inspection, maintenance, and
capital program work activities, ensuring the safe and efficient
use of resources and track occupancy. The incumbent achieves this
by supporting the Infrastructure Offices in the facilitation of the
track access planning, scheduling, and Rail Service Adjustment
(RSA) coordination of preventive maintenance and annual capital
renewal programs. The incumbent ensures that all planned service
outages and improvement activities are coordinated and communicated
with the Planning & Performance and Customer Experience &
Engagement departments, and ensures that all improvements follow
all relevant policies, procedures, and regulations, with the
support of Operations and Safety & Readiness, and in coordination
with WMATA's regulatory and safety oversight committees review and
approval where applicable.The Vice President assists the Executive
Vice President & Chief Infrastructure Officer, Senior Executive
Team (SET) and the Board of Directors (BOD) in accomplishing the
objectives of the Authority by directing the execution of critical
initiatives, in coordination with the top infrastructure officials
of the Authority and works closely with the other executives and
senior level managers.ESSENTIAL FUNCTIONS
- Facilitates the development of alternative major work
activities for Infrastructure annual capital renewal programs
(interlocking renewals, substation replacements) based on input
from Maintenance of Way Engineering (MOWE) and the Offices of Track
& Structures (TRST), Automatic Train Control Maintenance (ATCM) and
Traction Power Maintenance (TRPM) regarding the nature, volume and
location of the work required. Leads development of annual track
work plan (for single tracking and shutdowns greater than 2 hours)
and sets the Rail Service Adjustment (RSA) schedule to optimize
allocation of track access.
- Directs the development of the implementation strategy for
proposed and approved projects, including contracting structure,
risk transfer, scheduling and associated cost-benefit
analyses.
- Plans, directs, coordinates, and evaluates the strategy for
Infrastructure improvements, to include track access; maintenance
and inspection coordination and scheduling; and technological
improvements.
- Oversees the design, development, establishment, implementation
and management of effective inspection, preventive maintenance and
capital renewal programs to deliver safe, reliable service in the
most cost-effective manner possible.
- Manages the scheduling and monitoring of preventive maintenance
programs requiring significant track access and coordination.
Develops plans in conjunction with the responsible Office executing
the work and the Engineering requirements or other regulations, if
any, regarding the timing and/or frequency of the work.
- Manages and oversees all associated offices and evaluates
staffing and organizational development to ensure that the number
of personnel are commensurate with the magnitude of workload.
Ensures that staff have the technical knowledge or training to
effectively execute the responsibilities of their positions,
coordinates and/or directly performs coaching/mentoring and
training of staff.
- Directs the planning, management, development and execution of
the comprehensive annual and long-range capital improvement program
for right-of-way and fixed facilities from project
conceptualization to completion including strategic and financial
planning, acquisition planning, project scope, design,
construction, contract administration, project management,
close-out and evaluation. Advises the Executive Vice President on
all aspects of the Capital Improvement Program (CIP) including
developing and recommending strategies and plans to enhance transit
operations and maintenance through utilization of CIP resources and
recommends solutions to unique situations and problems that
arise.
- Plans the execution of project delivery for major capital
projects, infrastructure renewal and joint development/adjacent
construction. Provides effective leadership to resolve execution
issues quickly and in the Authority's best interests to control
schedule. Supports all State of Good Repair efforts necessary to
ensure safe and reliable operation of the agency's various
systems.
- Liaisons and builds relationships with the internal and
external partners on matters related to department priorities,
project progress, the state of fixed assets, and other matters as
