Analytical Support AnalystBackground:The Tethered Aerostat Radar
Systems (TARS) and Tactical Maritime Surveillance System (TMSS)
programs provide wide-area persistent long-range detection and
monitoring for interdicting low-level air, maritime and surface
smugglers and narcotics traffickers along the United States-Mexico
border, the Florida Straits, and parts of the Caribbean. The
contract supports the program office with managing all requirements
for full operational and maintenance of the eight (8) TARS field
sites and the Program office.Requirements and Qualifications:
- Support, assist, and report on cost, schedule, performance
measures and project performance to PM/CORs.
- Provide quality assurance support to ensure consistency, and
compliance in the development of all post-award acquisition and
project-related documentation and repeatable processes.
- Conduct business data analysis of post-award acquisition
projects and program information to ensure compliance with
regulations, identify trends, capture lessons learned, provide
information to decision-makers, and respond to the results of
audits, inspections, management reviews, and other
evaluations.
- Review, analyze, and ensure documents are in accordance with
Federal law, departmental regulations, and procedures applicable to
the acquisition process and to the administration of
contracts.
- Facilitate, track, and maintain contract financials including
review data to respond to budget calls and draft financial
reports.
- Facilitate, prepare, update, and maintain the required data for
the budget meetings as required.
- Perform audit reviews to identify and ensure uncommitted,
residual, or excess funds are returned to applicable agencies.
- Ensure invoices are processed in a timely, uniform manner and
in accordance with contract/task order requirements, while
validating expenditures against services rendered.
- Understand and assist CORs with the implementation of contract
requirements in accordance with the respective PWS/SOWs,
specifications, CLINS and/or Work Breakdown Structure (WBS).
- Provide support with Technical Performance Reviews and
Integrated Program Reviews.
- Prepare and standardize project reports daily, weekly, monthly,
and/or as needed.
- Support and assist in performing project audit and end of year
functions.
- Liaise and communicate (in coordination with PM/COR) with
vendors, Contracting Officers (COs), and TPOCs.
- Analyze current processes, procedures, and tools and provide
recommendations for process improvement.
- Report fraud, waste, and/or abuse.Security Requirements:
Homeland Security Background InvestigationSupport Hours: The
contractor is responsible for conducting business between the hours
of 0700-1700 Monday thru Friday except Federal holidays.Place of
Performance: The place of performance is the National Capitol
Region with trips possibly required to the Ronald Regan Building
(1300 Pennsylvania Ave NW).Travel: The Contractor will be
authorized travel expenses consistent with the substantive
provisions of the Joint Travel Regulation (JTR) and the limitation
