Job Announcement
The Fairfax County Juvenile and Domestic Relations District Court (JDRDC) is seeking a well-qualified training and development professional with exceptional leadership skills for a training specialist position. The JDRDC has jurisdiction over juvenile matters, offenses committed by adults against juveniles (youth under the age of 18), and family matters, except divorce, in Fairfax County, the City of Fairfax, and the towns of Herndon, Vienna and Clifton. JDRDC is committed to the One Fairfax initiative, which promotes racial and social equity in services and employment practices.
Under the supervision of the human resources manager, takes a lead role in agency's organizational development; identifies core competencies for agency staff; assesses training needs and researches training programs to meet these needs; leads process improvement teams; coordinates large agency training events; acts as a liaison for the agency with other county and state agencies around training issues; negotiates with outside training providers; researches, develops and delivers training programs and team-building offerings for the Juvenile and Domestic Relations District Court staff, including the Court Services Unit, ASAP, the Judiciary, the Clerk of the Court, and other Northern Virginia Court Services units. Manages and maintains training records and compliance with county regulations and state standards.

May be assigned related duties and special projects associated with training and organizational development within and outside the agency as deemed appropriate.
Illustrative Duties
Provides counsel to management in the areas of training, team building and organizational development/change management;
Plays a key role in the development of various training and/or organizational development strategies that are consistent in terms of impact and are aligned with the long term strategic direction sought by the County Executive and deputies;
Assesses training needs or oversees the assessment process and recommends programs to meet identified needs to county and/or agency management;
Negotiates or participates in negotiations with vendors to secure new programs to meet organization training needs;
Provides technical review approval on line for all training vendors;
Coordinates and may deliver various training programs ie. supervisory development, staff training, Zenger-Miller and other personal development programs;
Collaborates with agency-based trainers in the design and delivery of agency specific
and County-wide programs;
Conducts agency specific competency and capacity assessments to develop individual and group strategies to further the goals of the agency;
Develops appropriate measurement tools to gather data on how work groups function, analyzes data against desired models, and develops interventions to improve processes, communication and group interaction;
Assists managers and supervisors in understanding group dynamics and coaches them on managing change.
Required Knowledge Skills and Abilities
Knowledge of various adult learning styles and group dynamics;
Ability to manage projects, facilitate groups, and consult on training issues;
Ability to assess training and development at the agency level;
Ability to serve as a senior trainer, providing guidance/supervision and instruction to other trainers;
Ability to analyze work processes, competencies, communication and motivation systems;
Ability to design/implement organizational development/change management interventions at the work group or agency level;
Ability to consult with management on organizational development/change management issues;
Ability to communicate effectively, both orally and in writing.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to")Graduation from an accredited college or university with a bachelor's degree in education, business administration, public administration, organizational development or a closely related field; plus four years of professional experience in needs assessments, training and delivery, course and program design and development, education and/or organizational development activities.NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position will be required to complete the following to the satisfaction of the employer:

  • Criminal Background Investigation
  • Child Protective Services Registry Check PREFERRED QUALIFICATIONS:
  • At least one year of experience managing document libraries and editing pages in SharePoint.
  • At least one year of experience delivering training content in a professional setting.
  • Professional experience advising executive level leadership teams on Organizational Development and Change.
  • Professional experience creating and editing online content for workforce consumption.
  • Professional experience drafting professional proposals.
  • At least one year of experience working with Smartsheet in a professional setting.
  • At least one year of experience developing online content for training purposes.
  • At least one year of experience leading teams.
  • At least one year of experience organizing events with 100 or more participants.
  • Demonstrated knowledge and application of learning theory. PHYSICAL REQUIREMENTS:
  • Job is generally sedentary in nature.
  • May be required to lift up to 15 pounds.
  • Must be able to communicate with others, verbally and in writing.
  • Must be able to operate keyboard driven equipment.
  • Must be able to travel to various locations of court units and programs.
  • Visual acuity required to read data on a computer monitor.
