Strategic Readiness Planner
Washington, DC
Pay From: $130,000 Annually
MUST:
Secret Clearance or higher required
Experienced Strategic Readiness Planner
6+ years of combined experience that includes analysis and military
service at the tactical, operational, and strategic levels
3+ years of experience with PPBE (Must be recent in the last 5
years)
3+ years of experience on or supporting the Air Staff or an
equivalent strategic level staff with OSD-CAPE and Congressional
budget analysis
Expert-level experience with Microsoft Excel required
Experience with Power BI and Tableau preferred
Experience operating applicable PPBE data systems, to include PBES
(previously ABIDES), CRIS, DEAMS, and others required
Ability to apply probability and statistical techniques to analyze
large and complex data sets for the development and assessment of
independent studies
Bachelor's degree required (or higher) in a related field (i.e.,
Management, Business Administration, Financial Management,
Accounting, and Statistics)
DUTIES:
Using current readiness investment methodology as a basis, produce,
maintain, and refine a readiness investment methodology
(identifiable, repeatable, defendable, and auditable) to track and
explain readiness account funding in the Program Objective
Memorandum and Budget submission, authorization, and appropriation
processes
Provide analytic/assessment briefings in technical papers, data
charts (model outputs, Excel spreadsheets, etc.) or another
specified format. The documents shall show a list of PBES options,
as applicable, submitted by MAJCOMs and Air Force core function
lead and panel integrators prioritizing options by impact to Air
Force readiness
Conduct analysis to support policy and funding changes to the USAF
Flying Hour Program, aviation fuels management and authorized
ancillary services program
Assist in planning and programming database analysis to assess,
defend, and articulate readiness issues at the Air Force Corporate
Structure, Department of Defense, and Congressional
deliberations
Analysis will include, but is not limited to: operational
capabilities and capacity, personnel force structure, Roles and
Missions, Defense Planning Guidance (DPG), National Defense
Strategy (NDS), National Military Strategy (NMS), Air Force Posture
Guidance, and other strategic guidance as applicable
Monitor operational training and readiness program elements for
decision support analysis to the OT&R panel and the Air Force
Corporate Structure to include executive level briefing support
Perform broad range of operations research assignments to include
analysis of budget and program costs, force structure, and manpower
support flight operations, tactical airlift, deployment,
mobilization, exercise, rescue, foreign military sales,
acquisitions, special operations, or similar operations
Utilize tools and methodologies supporting the Air Force corporate
structure and AF resource allocation process to integrate with
predictive readiness models, tools, analysis, and methodologies
Analyze and evaluate effects of high-level decisions/impacts
(Presidential, Congressional, OSD, JCS/JS) on Air Force planning
and programming strategies, and the ability to meet OT&R panel
requirements for near- and long-term planning
Integrate SPPBE analysis into predictive readiness models,
processes, and other analytic products
Perform administrative actions required to support this task
