Location: Remote with occasional on-site support in Washington,

HSPD-12About the Role:We are seeking an experienced LMS
Administrator to support the Federal Trade Commission (FTC) by
managing and optimizing its Cornerstone-based LMS, eTrain2. This
role is critical in ensuring the functionality, security, and
compliance of the LMS while enhancing the user experience, course
content, and training workflows. The ideal candidate will be an
expert in LMS operations, instructional technology, reporting, and
compliance with federal training mandates (5 C.F.R. - 410.601).Key
Responsibilities:
- LMS Administration & System Maintenance - Manage FTC's eTrain2
LMS (Cornerstone-based), ensuring system reliability, access
control, security compliance, and technical troubleshooting.
- User & Course Management - Oversee user accounts, course
enrollment, learning paths, and training content updates, ensuring
seamless delivery and compliance with federal mandates.
- Compliance & Reporting - Automate and generate training
compliance reports aligned with 5 C.F.R. - 410.601 and support
audits with accurate learning records.
- Security Oversight - Enforce FTC IT security policies,
role-based access control (RBAC), Single Sign-On (SSO), and
Multi-Factor Authentication (MFA).
- System Optimization & User Support - Improve LMS functionality,
navigation, and searchability, provide technical training and help
desk support, and coordinate system enhancements with the
Cornerstone vendor.Qualifications & Requirements:
- Cornerstone LMS Administrator Certification (Required).
- Minimum 3 years of experience managing Cornerstone LMS in a
government or enterprise environment.
- Strong technical skills, including troubleshooting, system
configurations, and directory/file structure management.
- Expertise in SCORM, xAPI, and LMS content publishing
standards.
- Experience in federal training compliance and reporting
requirements (5 C.F.R. - 410.601).
- Ability to develop custom reports, dashboards, and analytics
tools for training data analysis.
- Strong problem-solving, communication, and user support
