corporate legal team. The Counsel/Director, Global Trade Compliance
is responsible for overseeing the Textron Global Trade Compliance
(GTC) program to foster compliance with all applicable export
control, sanctions, customs, and anti-boycott laws and regulations;
providing export control and customs advice to the businesses on
complex trade matters; and outreach and advocacy support on
import-export regulatory matters including tariffs, export controls
and defense trade.KEY JOB RESPONSIBILITIES
- Serve as core global trade compliance resource on strategic
transactions with business partners in countries around the world.
Lead enterprise-wide Trade Compliance Working Groups. Advise senior
management on global trade compliance issues. Serve as the
enterprise point of contact for Business Unit global trade
compliance personnel on interpretation of applicable regulations
and license requirements including under the International Traffic
in Arms Regulations, Export Administration Regulations, regulations
of the Office of Foreign Assets Control, and the U.S. anti-boycott
regulations. Develop and maintain effective partnering
relationships with Business Unit export compliance personnel and
adjacent strategic functions (e.g., Supply Chain, IT
Security).
- Develop and maintain effective communication channels to
interface with U.S. regulatory agencies involved in global trade
compliance, and interface effectively with Textron Legal and
Government Affairs (WashOps) Departments.
- Represent Textron at various government and industry
association meetings such as Defense Technical Advisory Committee
(DTAG), Transportation Technical Advisory Committee (TRANSTAC),
U.S. Trade Representative Meetings, Aerospace Industries
Association (AIA), Society for International Affairs (SIA),
Washington International Business Council (WIBC), National
Association of Manufacturers (NAM), and the National Defense
Industrial Association (NDIA).
- Provide advisory, due diligence and strategy support for
Textron in responding to political and diplomatic developments,
including tariffs, sanctions, export control restrictions and the
like.
- Maintain knowledge of U.S. and worldwide global trade
regulatory requirements. Keep abreast of regulatory and industry
trends, developments, and best practices and ensure communication
of same to Textron Business Units.
- Oversee creation, implementation and updating of global trade
compliance policies and procedures.
- Develop education, training, and awareness programs for various
global trade compliance topics. Provide or participate in global
trade compliance training at Textron Business Units and Corporate
Office locations.
- Participate in management of enterprise relationship with third
party denied party screening software vendor and implementation of
software tool.
- Identify impactful import-export compliance risks and develop
mitigation strategies. Provide support to the submission of
voluntary disclosures by Textron Business Units.
- Coordinate with Textron Audit Services (TAS) in the planning
and conduct of internal export compliance audits and assessments at
Textron Business Units, while maintaining a separation of roles and
responsibilities between TAS and GTC to maintain independence and
avoid a conflict of interest.
- And other duties as assigned.QualificationsEDUCATION/EXPERIENCE
- Law Degree from an accredited institution
- Admission in good standing to a State Bar
- Three to five years of experience in a law firm or large
corporate setting
- Eight years of work-related global trade compliance
experienceSKILLS/COMPETENCIES
- Highly knowledgeable of the requirements for effective global
trade compliance
- Expertise in international trade, export licensing practice and
related areas
- Thorough understanding of the U.S. Departments of State,
Defense, Treasury, Commerce and Homeland Security (BATF)
organizations, regulations, practices and procedures as they relate
to export operations
- Current contacts, and experience dealing, with U.S. Government
agencies involved in global trade compliance
- Comprehensive understanding of the U. S. Security Assistance
process, foreign military sales and related export controls
/compliance requirements, and knowledge of international national
security policies and treaty arrangements
- Ability to gain credibility quickly both internally and
externally
- Commitment to adhering to Textron's core values and acting in
accordance with those values
- Capable of communicating actionable solutions to senior and
middle management and global trade compliance personnel at the
Business Units
- Aptitude for maneuvering through complex political situations
effectively with sensitivity as to how people and organizations
function
- Ability to write clearly and succinctly in a variety of
communication settings and styles
- Talented in building and maintaining relationships within a
global organization to effectively drive global trade compliance at
all levels
- Skilled in preparing and presenting information in both formal
and informal settings, to all levels of the organization
- Willingness to travel domestically, sometimes
internationally
- U.S. person nationality or ability to obtain export
authorizations required
- Ability to obtain SECRET security clearanceWORK ENVIRONMENTThis
is an on-site position in Providence, Rhode Island or Washington,
D.C. that allows for regular engagement with the Corporate Office
