Senior Project Manager/Senior ConsultantSiloSmashers is seeking
a Senior Project Manager/Senior Consultant to assist our federal
law enforcement client with modernizing their financial processing
systems and implementing new systems.The Senior Project Manager
will be primarily focused on modernizing business processes,
providing process standardization and customer service efficiencies
across our client's organization. Using project management
principles, the Senior Project Manager will work alongside Program
Managers to benchmark with other agencies, coordinate
cross-division collaborative efforts on large-scale process change,
and develop and deliver communication and training on change
efforts.This individual is also responsible for leading a managing
a small group of consultants in support of this
effort.Responsibilities:
- Evaluate options in the context of project objectives and
contribute to the implementation of strategic direction.
- Support project objectives through activities such as gathering
data and developing recommendations.
- Perform a variety of tasks that require both practical and
technical knowledge in specialty areas.
- Provide support to various project teams and leadership as a
key facilitator to achieve the objectives of complex efforts.
- Support data validation procedures.
- Work with customers to identify concerns, vet workarounds, and
identify and document solutions to requests. Establish a method for
the customers to communicate, vet, and document the results of
working group decisions into problem reports and or change
requests, as necessary.
- Provide direct supervision, program control, scheduling, and
management of the Contractor's employees consistent with priorities
and assignments made by FPSS management and supervisors.
- Provide invoicing for labor hours, travel, and Other Direct
Costs.
- Resolve problems, issues, or conflicts as required.
- Prioritize tasks and assignments to the Contractor workforce
based on the Government's direction and best practices.
- Ensure that program/project schedule, performance, and
deliverables are met.
- Support the FBI Task Lead and COR by providing information
related to the performance and/or status of all current tasks and
assignments.
- Provide the COR with cost and staffing estimates relative to
the completion of existing requirements as well as the possible
addition of future requirements.
- Coordinate work schedules for Contractor personnel provided
under this SOW.
- Maintain a qualified and certified, as appropriate, Contractor
workforce to meet the Government's needs under this SOW.
- Provide report metrics and progress reporting to FPSS
management and COR as required.
- Ensure accountability for all Government-furnished property and
information, including assistance in performing periodic Government
property inventories.
- Ensure applicable FBI policies and procedures are followed by
the Contractor workforce.Required Qualifications - ACTIVE TOP
SECRET CLEARANCE
- Ten (10) years or more of managing all facets of project
management (budget, schedule, procurement, quality, and risk) for
various types of projects.
- Eight (8) years or more experience providing written and oral
reports to management, customers, and stakeholders regarding the
progress of projects.
- Ability to solve advanced problems and deal with a variety of
options in complex situations.Education RequirementBachelor's
degree from an accredited university or college with at least ten
(10) years of complex project management experience in Government
programs, projects and/or activities. Educational requirement may
be waived if the candidate has fifteen (15) or more years of
experience.Desired Qualification
- Master's degree in Accounting, Financial Management or
Taxation
- Possess current financial certification such as the CMA, CPA,
CIA, CGFM, CISA, etc.
- Shall have a minimum of 10 years of specialized experience in
both leading and providing technical direction to complex
accounting challenges and providing recommendations and solutions
that are legal and auditable.
- Shall have a minimum of 10 years of experience of Fund Balance
with Treasury reconciliation and Inter-Agency eliminating entries
and reconciliation of other major financial statements control
accounts.
- Project Management (PMP) or comparable certification
- Prior experience with CGI Momentum software platform
- Subject Matter Expert (SME) in Federal Tax reporting
