Job Description:
PlanRVA is seeking a highly skilled and motivated finance
professional to join our team. This is a senior level position in
the organization and responsible for achieving the mission of the
department: to work in partnership with the Executive Director,
Senior Management, partner agencies and member localities to
achieve maximum operational performance to assure excellent service
to our community. The Director of Finance and Administration leads
a dynamic team responsible for developing and implementing
financial and administrative systems of the agency and is expected
to possess and display strong leadership skills, effective
communication and assume a collaborative approach to work and
productivity.We are looking for candidates versed in generally
accepted accounting principles issued by the Governmental
Accounting Standards Board, the Virginia Auditor of Public Accounts
and the US (United States) Office of Management and Budget (OMB)
and other regulatory and advisory organizations providing
regulatory and advisory guidance for public and grant funded
organizations. Candidates with background in developing and
implementing administrative systems grounded in current best
practices that leverage technology, promote flexibility and
transparency and foster productive and inclusive working
environments will be most successful in our search. Candidates with
experience in overseeing human resources functions of small
agencies and with strong interest in employee engagement and
development will be favorably considered.The Chief Finance and
Administration Officer serves as a strategic advisor to the
Executive Director in forming, forecasting and monitoring the
agency's annual budget and multi-year revenue development strategy.
He or she is the key member of staff responsible for supervising,
controlling, interpreting, and communicating the fiscal operations
of the agency to the Executive Director and the Commission. In
addition to these responsibilities, this position leads the team of
professional staff responsible for delivery of goals for the
agency's finance, accounting, financial management, administration,
human resources and operations functions of the agency.Essential
Functions
- Accounting: preparing the annual budget and its amendments,
timely issuance of financial reports understandable to the general
public using dashboards and other visualization tools, developing
and administering the agency's internal control system according to
fiscal policies and procedures, and assuring grant and contract
compliance through management of the indirect cost allocation
program and other systems accountable to program monitoring.
- Financial Management: administration of the agency's treasury
and revenue operations in accordance with established
policies.
- Human Resources: oversee coordination of the recruitment,
selection, development, training, and assessment of personnel
needs.
- Operations: oversee development of internal operating practices
that align with goals of efficiency, transparency, accountability
and sustainability.Required Skills and Qualifications
- Technical Skills: Solid understanding of federal, state and
local policies governing public sector fiscal operations as well as
thorough knowledge of general governmental accounting and
compliance with GAAP and GASB. Experience in the public sector
preferred.
- Ethical and Professional Standards: Proficiency in best
practices in accounting and finance, understanding of OMB's Super
Circular on Indirect Cost Allocation and general understanding of
government finance principles.
- Attention to Detail and Completeness: Ensuring quality
throughout the accounting processes and evaluating financial
performance of grants and agency programs.
- Strong Analysis and Communications: Analyzing data and
providing solutions for routine and complex assignments. Ability to
translate complex financial and administrative concepts for staff
member consumption. Effective communication with stakeholders to
achieve quality coordination with program area leads, executive
leadership and board members.
- Timeliness of Delivery: Commitment to providing current data
and analysis on time to provide the best information available to
advise management and the board in decision making. Responsive and
respect for the time of others on the team.
- Leadership: Strategic thinking and problem-solving skills with
the ability to plan, assign and coordinate the work of
professional, technical and clerical staff. Holds a commitment to
mentorship and learning for all employees and experience supporting
the development of others. The ability to exercise independent
judgment, discretion and confidentiality. Previous success and
experience leading a team with the ability to create an inspiring
team environment with an open communication culture.Supervisory
ResponsibilityResponsible for supervision of the finance and
administration team including multiple staff members with varied
levels of technical expertise and experience ranging from student
interns to seasoned professionals. Coordinates service agreement
for annual Audit, manages various consultant led projects over time
and coordinates directly with senior staff and executive
leadership. Is expected to function with an open door policy with
respect for organizational structure but accessible to all
employees.Position Type/ Expected Hours of WorkThis is a full-time
exempt position. Standard days and hours of work are Monday through
Friday, 8:00 am to 4:30 pm; flexible schedules are permitted and
encouraged especially to accommodate deadline specific activities
and work life balance. Occasionally early morning, evening and
weekend work may be needed for specific project deadlines or
meetings as job duties demand.TravelRegular travel within the
region for meetings is encouraged, as is networking and active
participation in professional development organizations and their
convening. Out-of-region travel associated with professional
development and peer networking is supported.Required Education and
ExperienceA Bachelor's degree in Accounting, Finance, Business,
Public Administration or related field with progressively
responsible (10+ years) experience in organizational financial
management and strategy. Advanced credentials or certifications are
desirable (e.g., CPA, CPFO, public administration, leadership,
human resources). Experience in supervising and mentoring technical
staff with capacity to oversee technical functions and communicate
with and advise executive and policy decision makers. A combination
of education and experience that equips you with the skills,
knowledge, and abilities to excel in this role.PlanRVA is a high
