Associate Finance Business Partner
Job Description Summary: Working with their Finance Service Team, performs a variety of financial and budgeting activities supporting projects within a division's portfolio, covering both pre-award and post-award activities for the division. Prepares financial reports and basic analysis to support project budget preparation and projection. Reconciles monthly financial statements and monitors project activity balances to ensure conformance to budget and/or other award compliance requirements. Contacts departments and/or outside agencies to resolve problems. Inputs and verifies data and maintains databases. Reconciles monthly financial reports. Works with their Finance Service Team to provide the services needed and to support an environment of collaboration, communication, and teamwork.
Applying general professional knowledge and principles of finance, incumbent performs duties requiring the identification and analysis of various factors and independent judgment and discretion to recommend the best course of action. The primary duties are directly related to activities supporting the financial oversight, regulatory and contractual compliance of programs or projects. Incumbent proceeds on own initiative in compliance with policies, procedures, and practices, but receives guidance or expertise from supervisor or higher-level staff on more complex matters.
Job Description:
ESSENTIAL JOB DUTIES:

  • Operates within a matrix finance organization, supporting a work environment focused on financial compliance, responsive customer service, and teamwork. Meets with Finance Business Partner (FBP) to review and discuss financial matters. Works in partnership with other team members to embrace the values of collaboration and communication and understand the roles of each team member and team goals, striving to collectively meet those goals.
  • Reconciles monthly financial statements and project expenses, ensuring costs are recorded timely, within budget, allowable, allocated to the correct award, and incurred within the applicable period. Monitors project activity balances. Prepares time and cost transfers. Initiates transfer of funds for executed contracts and amendments.
  • Prepares and analyzes financial reports. Gathers information from financial systems. Analyzes and calculates specific data. Reviews report data and researches variances of budget versus actual monthly and expenses. Collaborates with FBP to prepare ad hoc reports. Coordinates the dissemination of information through queries and reports.
  • Collaborates with FBP to prepare required federal, sponsor, and private sector financial reports. Gathers financial details and coordinates the preparation and submission of the reports with various stakeholders.
  • Verifies work in progress and ensures accurate information. Aware of and compliant with policies, federal regulations, auditing requirements, contractual obligations, time schedules, and budgetary limitations. Assists with compliance and understanding of contractual finance obligations, and regulatory and audit requirements for projects. Provides support to internal and external audits.
  • Provides support for financial management and analysis of projects within the program divisions. Audits and reviews expenditures such as vendor invoices, travel expense reports, and other expenses. Researches discrepancies and resolves problems.
  • Responds to inquiries from internal and external customers. Maintains direct communications with internal customers including program financial management staff regarding various receipts and expenses for billing and financial reporting purposes. Supports internal customers through ad-hoc data collection, reporting, analysis, and special projects.
  • Supports monthly credit card reconciliation. Audits expense documentation, researches issues, answers inquiries, and resolves problems.
  • Assists in the review and development of budgets and projections. Assists in year-end process, compiling reports and providing support to other financial staff. Provides research assistance to supervisor, compiling information on contract history, payments, and expenditures.
  • Maintains an appropriate standard of confidentiality. When handling secure, privileged, sensitive, or confidential information and matters, maintains strict confidence and exercises care to prevent disclosure to others. Accesses confidential information for work-related reasons only following the policies and procedures of the organization. Ensures that any privileged, sensitive, or confidential information is securely stored, disposed of, and transmitted according to the Institutional guidance.

    JOB SPECIFICATIONS:
    Required Knowledge, Skills, and Abilities: Knowledge of basic accounting and financial principles. Proficiency in Microsoft Excel. Working knowledge of PeopleSoft Financials and Smartsheet desired. Ability to solve problems using selection and application of rules, procedures, and precedents. Ability to use appreciable latitude for independent judgment and action. Must be reliable. Strong work ethic. Ability to manage multiple priorities and deadlines. Ability to be proactive and follow up. Strong attention to detail and highly organized. Ability to manage and maintain privileged, sensitive, and confidential information and matters appropriately. Ability to work successfully in a team environment. Ability to develop relationships with co-workers and employees in other National Academies' departments through effective communication. Excellent communication skills with a proven ability to effectively interact with all levels of employees.
    Minimum Education/Training Requirements: Bachelor's Degree in Finance, Accounting, Business Administration, or related field, or equivalent knowledge.
    Minimum Experience: One year of related professional experience.
    Physical Capabilities: Ability to work at a computer for extended periods of time.
    Required Licenses, Certification or Registration: None.
    Supervisory Responsibilities/Controls: Reports to Manager/Director. Sets objectives with supervisor.
    Compensation Range: The National Academies of Sciences, Engineering, and Medicine support equity, fairness, and transparency in our compensation programs. An estimated compensation range for this position is $56,410 - $70,510. Compensation offered to the selected candidate will be based on the candidate's relevant knowledge, skills, and work experience, commensurate with compensation of current employees in comparable positions with similar knowledge, skills, and work experience, and subject to budget parameters. Note it is not typical for a candidate to be hired at the higher end of the range.
    Work Environment: Hybrid Office/Telecommute environment expected onsite percentage 40%, with occasional travel between National Academies' facilities and to off-site locations.
